Basic Functions: Is responsible for program policy and development, and for the administration, coordination and monitoring of treatment delivery and assessment services for children/youth and their families residing in foster boarding homes and congregate care at New York Foundling. The Director of Mental Health Services is also responsible for quality assurance and the monitoring of the well being of children and youth in care at the Foundling.
Major Duties and Responsibilities:
Directly supervises staff psychiatrists and chief psychologist to ensure that all psychiatric evaluations, psychological evaluations and initial and annual mental health screenings are completed in a timely fashion and conform to high clinical practice standards.
Directly supervises regional mental health coordinators to assure optimal coordination and monitoring of treatment delivery and evaluation services.
Is responsible for assuring that all ACS and OCFS policies governing the prescribing of psychotropic medication to children in foster care are strictly adhered to and that staff physicians are kept abreast of the most current best practice standards regarding the use of these medications and that these standards are strictly adhered to.
Supervises the mental health administrative coordinator to ensure that all treatment reports and psychotropic medication progress notes are obtained and filed in the social service and medical charts.
Leads monthly mental health staff meetings.
Leads and coordinates mental health compliance meetings in each region to ensure that all mental health recommendations are implemented in a timely fashion.
Meets quarterly with regional directors to review and monitor the delivery of mental health services.
Is responsible for the development of a therapeutic milieu in congregate care programs.
Conducts regular training workshops with clinical, caseworker and child care staff at the Foundling.
Engages in program development to implement best practice interventions that meet the mental health needs of children in care at the Foundling.
Is responsible for developing program policy and regulations.
Is responsible for quality assurance and compliance with all internal and external policy and regulations.
Is responsible for the monitoring of all psychiatric emergencies and psychiatric hospitalizations at the Foundling.
In conjunction with the Development Department writes and applies for grants to support mental health service programming.
Participates in agency wide administrative meetings and committees.
Is responsible for the hiring and termination of mental health clinicians at the Foundling.
Is responsible for overseeing mental health staff time and attendance.
Develops annual budget for Mental Health Department in conjunction with the Medical Director and Medical Department Administrator.
