Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations: Supervisory Social Worker, GS-13 Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. ["The incumbent of this position serves as a Supervisory Social Worker (SW) for the Behavioral Health Interdisciplinary Program (BHIP) within the Mental Health Service Line at the Cheyenne VA Medical Center. The incumbent works with the Associate Chief of Mental Health for Medical Integration and the Chief for BHIP to provide professional and administrative leadership for a large clinical service and will be assigned to manage, direct, and oversee a tiered program within MHSL. Duties include but are not limited to: The Supervisory SW is accountable for developing and maintaining written statements of the program's mission and goals, for delivering quality services within the limits of financial and human resources, and for collaborating with all other services to ensure patient needs are met. The direction and maintenance of clinical processes, staffing patterns and work assignments to achieve desired clinical outcomes, is central to the success of the position, as are meeting quality management and performance improvement expectations. The position is responsible for direct supervision of clinicians in the program, and for completing the program aspect of personnel performance evaluations. The SW works closely with the BHIP Associate Chief and is given opportunities to work on projects and initiatives with other hospital leaders to help meet facility and VISN goals. May be asked to serve as the Lead Trainer for MHSL program at the CVAHCS. Will be responsible to ensure all identified staff are trained in the BHIP model and competency tools are completed timely. Administers information and analyzes systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days (when appropriate), patient demographics, equipment utilization and patient satisfaction. Develops implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. The incumbent supervises a group of employees performing work at various GS and VN levels (e.g., psychologists, social workers, counselors, etc.) and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts. Performs the administrative and personnel management function relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal and formal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area.
